Job Description – Borough Manager

 

The Borough of Dickson City is seeking a qualified, motivated professional to serve as Borough Manager, the Borough’s Chief Administrative Officer responsible for the efficient daily operation of municipal government. The Manager reports directly to Borough Council and oversees all non‑police departments.

Position Overview:

The Borough Manager is responsible for the administration of all Borough affairs, including supervision of staff, budgeting, purchasing, financial management, public communications, and implementation of Council policies.

Key Responsibilities

  • General Administration & Staff Oversight Direct and supervise Borough departments and administrative staff; oversee work of the Clerks; manage personnel matters and employee training.
  • Budgeting & Finance Prepare the annual Borough budget, various reports, and ensure compliance with state regulations for billing, payroll, and accounting.
  • Public Interaction & Resident Services Maintain regular contact with residents, address complaints, and report significant issues to Council.
  • Property, Facilities & Capital Projects Oversee Borough buildings, parks, and property; coordinate with engineers, contractors, and developers; manage capital improvement planning.
  • Purchasing & Contract Management Serve as Purchasing Officer; control Borough purchases; supervise contracts and compliance.
  • Council Support & Policy Implementation Attend all Council meetings; prepare agendas; provide recommendations, reports, and background materials.
  • Planning, Grants & Long‑Range Initiatives Develop short‑ and long‑term objectives; research grants; maintain contact with state and federal agencies.
  • And other duties as assigned by Borough Council.

Qualifications

  • Demonstrated executive and administrative ability.
  • Knowledge of municipal operations and best practices.
  • Strong communication and organizational skills.
  • Ability to work collaboratively with Council, staff, and the public.

Compensation & Benefits

Salary and benefits will be set by Borough Council and are commensurate with experience and qualifications, consistent with compensation practices for Borough employees.
